Is it allowable to subcontract services?
Yes, it is allowable to subcontract services. Please refer to the Subrecipient Monitoring and Management section at 2 CFR 200.331 and 200.332 to determine a subrecipient arrangement and the required reporting and management of such an arrangement.

Please also note as pointed out in the referenced regulations, all requirements for monitoring and oversight as required by the Office of Workforce Development are the responsibility of the pass-through entity. The pass-through entity will also be responsible for their subrecipient’s federal performance outcomes. Federal performance definitions can be found in the below TEGL:

Would there be additional information needed for applications submitted by a consortium of entities? Would the organizational experience and capacity questions need to be answered for all involved in the consortium or can the consortium designate a lead applicant?
We would need the organizational experience and capacity to be included for all members of the consortium. We would also need a copy of the consortium agreement that indicates each partners responsibility within the consortium.
Do you want multiple LOIs if we are bidding on multiple proposals? Is one LOI with them listed sufficient?
One letter of intent is sufficient per organization/consortium planning to bid on services.
