NW WDB Employer Engagement Committee Conference Call

A meeting of the NW WDB Employer Engagement Committee will take place via conference call on Wednesday, January 15, 2020 at 8:00 a.m.  The Committee members are: Kristie Arthur, Juanita Assel, Lana Beavers, Gary Clapp (chair), Becky Cleveland, Tina Gillespie, Micah Landes, Phil Larabee, Kim Mildward, Lea Norris, Gregg Roberts, and Becky Wiederholt.   This will be an open meeting; any other interested parties are welcome to join.

Board Meeting Minutes

Minutes from the December 3, 2019 NW Workforce Development Board meeting are available for download below.   During the meeting, I announced there are vacant business and industry seats on the Board; I am including the list of counties from which we are seeking nominations to fill those seats.

A business and industry Board member is needed for each of the following counties:

  1. Atchison
    1. Clinton
    1. Holt
    1. Linn
    1. Putnam
    1. Worth

Communication to the respective county Presiding Commissioners was sent last week by NW WDB Fiscal Manager Jeanie Griffin; WDB staff will pursue any leads provided. 

To qualify as a business and industry representative, the following guidance is provided by Office of Workforce Development:

  • Are owners of businesses, chief executives or operating officers of businesses, or other business executives or employers with optimum policy-making or hiring authority. (The term “optimum policy-making authority” means an individual who can reasonably be expected to speak affirmatively on behalf of the entity he or she represents and to commit that entity to a chosen course of action [WIOA implementing regulations, 20 CFR 679.340(a)]); and
  • Represent businesses, including small business or organizations representing businesses described in this clause that provide employment opportunities that, at a minimum, include high-quality, work-relevant training and development in in-demand industry sectors or occupations in the local area [WIOA sec. 107(b)(2)(A)(i) and (ii)] (our regional in-demand industries are manufacturing, healthcare, banking/insurance, agriculture, retail);  and
  • Represent employment opportunities in high-growth, in-demand industry sectors within each region that are willing to engage in collaborative implementation of the sector-strategy implementation plan developed by the Missouri industry/sector partnership [WIOA sec. 3(26)]; and
  • Must be appointed from among individuals nominated by local business organizations and business trade associations [WIOA sec. 107(b)(2)(A)(iii)].

Please assist us as we fill vacant seats on the Board – our vacancies are problematic; federal regulations require that we have a business majority quorum.

Board Meeting

Available for download below are 2 documents for our December 3, 2019 Northwest Workforce Development Board meeting.  The first document includes the meeting announcement/location; the agenda; and supporting documents. The second attachment is new and updated NW WDB policies to be reviewed.   

BE AWARE – the agenda is 60 pages long; the policies document is 57 pages (which is why I divided them).  You can chose to print one, both, or none (and use an electronic device during the meeting)!  I have printed 5 extra sets to bring to the meeting.

Minutes of CLEO Coordinating Committee Meeting – ACTION REQUIRED BY COMMISSIONERS

Available for download below are minutes from the Chief Local Elected Officials (CLEO) Coordinating Committee meeting held on Tuesday, November 12, 2019.  There are  a couple of action items that require Commissioners’ attention; they are highlighted in the minutes document.  I’ve written a brief description of them below:

The first is consideration of contract extensions for our existing WIOA Title I service providers (St. Joseph Youth Alliance; Mo-Kan Regional Council; NW Regional Council of Governments; and Green Hills Regional Planning Commission).  We aren’t required by law to release full Request for Proposals for July 1, 2020 contracts – if the CLEOs and the NW WDB agree to consider contract extensions, we can forgo that project and focus our energy on the projects required by the Federal Department of Labor.

The second consideration is DRAFT CLEO By-laws and Agreement.  I’ve noted in the meeting minutes that we have an agreement signed by all 18 Presiding Commissioners, but have never established By-laws for the CLEOs.  I’ve attached a DRAFT for your review; you will see highlighted sections where the revisions to the original agreement are.  Please let me know if you approve of that document.  The agreement we have in place now will expire June 30, 2020; I can simply include the By-law language from this point forward.

Meeting of the NW WDB Chief Local Elected Officials (CLEO) Coordinating Committee

The Northwest region Chief Local Elected Officials (CLEO) Coordinating Committee will meet at 2:00  Tuesday, November 12, 2019  at the NW WDB office (912 Main Street, Trenton).  The agenda and supporting documents are available for download below.  Space at the meeting location is somewhat limited; if you wish to participate, I would encourage joining via conference call.  However, we will accommodate those who attend in person.

Minutes from October 16, 2019 Conference Call – NW WDB Youth Advisory Committee

Available to download below you will find minutes from the NW WDB Youth Advisory Committee conference call on Wednesday, October 16, 2019.  The business conducted by the Committee centered around the WIOA-required 14 Youth Program Elements.  Committee members and other participants offered details and suggestions that helped make our 14 Youth Elements chart more comprehensive and detailed.  Committee members requested that Stevens present the completed chart to Committee Members and the full Board for review. 

Please review the NW WDB 14 Program Elements available for download below, and respond to the WDB office by Monday, October 28, 2019 with any additions you feel are appropriate. Following your review and any additional input, the 14 Youth Program Elements chart will be presented to the full Board at the December 3, 2019 Workforce Development Board meeting for approval.
