Questions about the RFP will be accepted April 12th – April 23rd using the comments section below. NW WDB staff will respond within one business day to each request. Questions regarding the RFP will not be accepted through any other form of communication. You have the ability to hide your identity from the public while submitting comments below by leaving the “name” field blank.   1. Will the adult and dislocated worker budgets be combined into one budget moving forward? Or will providers still providers still be expected to split the budgets?

  2. Will contractors need to have staff on-site at the Comprehensive Centers in the sub-region during ALL hours of operation?

    • Contractors will be required to make services available in their assigned Comprehensive Center as required by 34 CFR § 361.305. This regulation does allow for flexibility in how the services are made available. If a contractor chooses not to staff the Comprehensive Center during all hours of operation, their plan for access to services should be outlined in their proposal.

    • There is not a pre-formatted letter of intent to bid. Feel free to create your own letter that will indicate which programs your organization intends to bid on.

  3. Will you please send out a PY Performance Chart for the Program Years PY 17, 18, 19, and the first 8 months of PY 20.

  4. Can the letter of intent be submitted via email or does it need to be delivered the same way as the proposal?

  5. I am requesting the NW WDB staff extract the data if appropriate? If appropriate I am asking for data for program years PY 17. 18. 19. and first 8 months of 2020.     • The data provided previously was the performance data as report to the Department of Labor. Please be more specific as to what data you are looking to have extracted, and we will let you know if it is available from the Board.

  6. Is it possible to get the number of individuals who are currently on Unemployment Insurance per county?

  7. I am referring to Federal, State or Local Performance measures, b.) Training completion rates, c) Job Placement rate, d) Average wage at placement, e.) Job retention rates 2nd & 4th quarter after exit. This is the information in Section B, Management and Delivery of WIOA Adult & DW program services, question 1. Thank you, Janice

    • The performance data that was previously provided (https://nwwdb.org/download/rfp-performance-data-request/) was the region’s federal WIOA performance data. The data requested by the RFP includes more than WIOA data to ensure flexibility in a bidder’s response to show success in administering workforce programs in the event they are not currently operating a WIOA Title I Program. If you do not have all of the data requested in the RFP, that should be indicated in your response.

  8. Is there a date for the Chillicothe Job Center to open? Can we plan on that taking place at the beginning of the Program Year 7/1/21?

    • The Chillicothe Job Center is open for appointments. While it has not been advertised it is open to walk-in traffic, currently no walk-in customers have been turned away. If the capacity limit set by the State’s Infectious Disease Preparedness Plan would be met, we would need to ask the customer to set an appointment to return at a later time. At this time I do not have a projection as to when the appointment only status will be lifted. Title I staff should continue to serve customers and set appointments in Chillicothe as appropriate.

  9. Where do I find data on Adult and DW entered employment; retention, and average earnings. I tried pulling up those reports on MOJOBS, but was not able to find them.

    • The performance data that was previously provided (https://nwwdb.org/download/rfp-performance-data-request/) was the region’s federal WIOA performance data. The data requested by the RFP includes more than WIOA data to ensure flexibility in a bidder’s response to show success in administering workforce programs in the event they are not currently operating a WIOA Title I Program. If you do not have all of the data requested in the RFP, that should be indicated in your response.

  10. Do you have contract performance for PY 17, 18, for the Agency-to-participant cost ratio?
    I am not able to locate this information. I did find PY 19, PY 20.

    • We are not able to provide that information. Proposers should do their best to collect information from within their organizations to demonstrate achievement of an agency to participant cost ratio. If not available, indicate with N/A.

  11. Would the PIRL provide average Wage information? Who could provide us with the average wage at the time of exit?

    • The State does not make wage data available on a sub-regional basis due to confidentiality agreements with the Department of Employment Security (DES). The only wage information available is for the entire region.

  12. If there are orgs that are bidding for multiple (Adult/DW & Youth), can they include proposal packages on the same thumb drive? Or do you want multiple thumb drives?

    • Yes, you may submit one thumb drive for multiple proposals. However, each proposal must be clearly labeled per the guidelines in the RFP.
